Roseline Buyeka


Roseline Buyeka is honored to be a recipient of the Judith G. Whitaker Scholarship from the Nurses Educational Fund (NEF).  She is currently pursuing a Doctor of Nursing Practice (DNP) in Population Health and Systems Leadership at the University of Washington.  In addition, she holds a Bachelor of Science in Nursing from the University of Nairobi in Kenya and a Master of Science in Nursing with a focus on Clinical Systems Leadership from the University of Arizona.  With over 18 years of experience in healthcare, Roseline serves as the Director of Clinical Services at International Community Health Services (ICHS), a federally qualified community health center in Seattle. Her career has encompassed roles in clinical nursing, public health, and leadership, both in the United States and internationally.


Roseline’s commitment to nursing was shaped by her early life in Kenya, where she witnessed the profound impact of limited healthcare access on her family and community.  Her work with underserved populations and individuals affected by HIV/AIDS in Kenya deepened her resolve to advocate for health equity and drive system-level change.


She chose her current DNP program at the University of Washington for its emphasis on leadership, policy, and population health—areas that align with her dedication to transforming healthcare systems and reducing disparities in marginalized communities.   In her role at International Community Health Services (ICHS), Roseline leads strategic initiatives aimed at enhancing care delivery, advancing health equity, and improving outcomes for underserved populations. Her past efforts have included expanding access to obstetric care and maternity support services by adding an additional clinic, strengthening chronic disease management through oversight of the Care Management program and enhancements in diabetes care, and reducing hospital readmission rates by implementing transition of care (TOC) management initiatives.  Because of this successful work, Roseline remains deeply committed to addressing health disparities and promoting equitable, patient-centered care. She mentors nursing staff, contributes to quality improvement projects, and engages in health systems leadership initiatives. Beyond her professional work, she volunteers on the board of Mother Africa, a local nonprofit organization, and serves on the New York King County Nurses Association’s Finance Committee.


Roseline sees the DNP degree as a chance to expand her leadership skills, shape health policy, and create sustainable health solutions. Her long-term aim is to drive system-level reforms that guarantee fair access to quality healthcare for everyone. 


Receiving the NEF Judith G. Whitaker Scholarship is a significant honor that supports her vision of leading meaningful, transformative change in healthcare.

NEF’s only purpose is to provide nursing scholarship assistance to make graduate level nursing education possible. NEF is one of the largest, single, private, professionally endorsed source of funds for advanced nursing study with over one hundred years of service to and for professional nursing.

NEF’s Board of Directors is comprised of leaders from nursing, education, technology, and business communities. Members donate their time and talent to the advancement of the nursing profession. NEF operates with exceptionally low overhead. NEF employs only one individual who serves in several capacities.
